Some applications won’t create the Consumer for you while creating the Friend. In such cases, you will need to create the Consumer manually beforehand.
Registering a new Consumer in Jira
Navigate to the JIRA ADMINISTRATION > Manage apps page.
On the left panel, click on the Consumers option in the OSLC Connect section.
Click on the Add Consumer button at the top of the right panel.
Fill out the form on the Add Consumer dialog and click on Add once you are done.

Some checks before moving on…
Once you have created the Consumer, e.g. for LQE or LDX , it should become visible in the Authorized Keys section:
